Shri Ram Kumar Param, CE, an Indian Defence Service of Engineers Cadre officer joined ADG (D&C) Pune on 04 Oct 2024. He is an alumnus of Harcourt Butler Technological University, Kanpur, 1987 Batch, Electrical Engineering Stream.
He is a seasoned professional with 33 years of rich experience in Project Planning, Site Management, Construction & Contract Management, Planning & Execution of projects related to Army, Navy & Air Force, Coast Guard, Ordinance Factory Board, DAD and other Defence Engineering Services pertaining to Residential complexes, Administrative complexes, Swimming pool, Runways, Aircraft Hangers, Jetties, Roads, Auditorium, Storm Water Management, STP, & Sewage Systems. He holds the distinction of planning infrastructure projects of Army worth Rs. 5000 crores, which include prestigious projects of Hospital and Administrative Accommodations & specialized utility services. He is an astute manager with flair for adoption of modern construction methodology, system in compliance with quality standards and has expertise in swiftly ramping up projects with competent cross functional skills and on time execution. He also has vast experience in Financial Management of projects, HR Management and handling Legal cases. He has exemplary relationship with management, infrastructure users and communication skills with the ability to network with project members, consultants and statutory agencies with consummate ease.
Shri Ram Kumar Param has headed various appointments in MES in the capacity of Assistant Garrison Engineer, Garrison Engineer, Dy Commander Works Engineer, Commander Works Engineer, Jt Director (Plg), Jt Director (E/M), Director (Planning), Director (E/M), Jt Director General Works (Army) and Jt Director General (RTI&Legal) in various stations across the length and breadth of the country. He has been Electrical Safety Officer for the HQ Northern Command and Senior Electrical Inspector for the HQ Eastern Command. He has successfully completed projects in record time for Induction of Chinook Helicopter in Mohanberi Air Force station.
The officer is permanent Life Member of Indian Building Congress (IBC), Member of Indian Society of Heating & Refrigeration (ISHRAE), Member of American Society of Heating & Refrigeration (ASHRAE) and Fellow member of Indian Society of Lighting Engineers (ISLE). The officer is also member in Technical Committee CED-46, ETD-32, EED-4 and Service Sectional Committee SSD-21, SSD-14 of Bureau of Indian Standards.
The officer is decorated with Chief of Army Staff CommendationCardin2004, Engineer-in-Chief’s Commendation Card in 2010 and General Officer Commanding in Chief HQ Eastern Command Commendation Card in 2013. The Officer is also adjudged ‘Best Garrison Engineer’ in the HQ Chief Engineer Central Command in 2006.
